dispute as to what money or assets may qualify as matching funds,
the Board of Public Works shall determine the matter, and the
Board's decision is final. The Maryland-National Capital Park
and Planning Commission has until June 1, [1987] 1988, to
present evidence satisfactory to the Board of Public Works that
the matching fund will be provided. If satisfactory evidence is
presented, the Board shall certify this fact to the State
Treasurer and the proceeds of the loan shall be expended for the
purposes provided in this Act. If this evidence is not presented
by June 1, [1987] 1988, the proceeds of the loan shall be applied
to the purposes authorized in Article 78A, § 3 of the Code.
Furthermore, the Maryland-National Capital Park and Planning
Commission shall grant and convey [a] perpetual preservation
[easement] EASEMENTS to the Maryland Historical Trust on the
interior and exterior of the improvements and on the land, where
appropriate, in form and substance acceptable to the Trust.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1986.

(Senate Bill 998)
AN ACT concerning

Creation of a State Debt - The Institute

of Notre Dame

FOR the purpose of authorizing the creation of a State Debt in

the amount of $250,000 $100,000, the proceeds to be used as
a grant to the Institute of Notre Dame, Inc., for the
purpose of repairing, restoring, renovating, constructing,
and expanding facilities and structures of the Institute of
Notre Dame located at 901 Aisquith Street in Baltimore,
Maryland, subject to the requirement that the Institute of
Notre Dame, Inc., provide at least an equal and matching
fund of a certain kind for the same purpose by a certain
date; requiring that certain easements be granted to the
Maryland Historical Trust; prohibiting the use of loan
proceeds or any of the matching funds for religious
purposes; and providing generally for the issue and sale of
bonds evidencing the loan.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That:
