AN ACT concerning

Budget and Appropriation Procedures

FOR the purpose of conforming the State Finance and Procurement

Article to certain constitutional provisions and current
State budget practices; providing for the expenditure of
gifts to the State under certain conditions; clarifying the
process for amendment of initial appropriations for the
legislative and judicial branches under certain conditions;
specifying a time period for a temporary exception;
requiring publication in the Maryland Register of certain
changes in authorized State debt; clarifying the debt
collection authority of the Central Collection Unit; making
certain technical and conforming changes; defining certain
terms; and generally relating to the State finance, budget,
and collection practices.
