wholesale vehicle dealers are to be prohibited from
purchasing vehicles from retail buyers. The title of
this Curative Bill reflects that wholesale vehicle
dealers may not purchase from retail buyers, as shown
above.

(f) (1) Subject to the requirements of this section, the
Administration shall adopt rules and regulations:
(i) To govern the distribution and disposition
of traffic citation forms; and
(ii) To specify the records and reports
required to be made of the disposition of charges.
DRAFTER'S NOTE: This provision is included to correct an
error in a function paragraph noted in the Attorney
General's May 14, 1985 bill review letter to the
Governor regarding Chapter 544 (Senate Bill 432) of
the Acts of the Regular Session of 1985. That letter
noted that an amendment to the Transportation Article
in Senate Bill 432 requiring that the Motor Vehicle
Administration adopt rules and regulations to govern
the distribution and disposition of traffic citation
forms, was improperly shown as an amendment to the
Courts and Judicial Proceedings Article. This
Curative Bill contains a function paragraph properly
placing the amended subsection, shown above, in the
Transportation Article.
Article 20 - Somerset County
(a) (1) In this section the following words have the
meanings indicated.
(2) "County Commissioners" means the County
Commissioners of Somerset County.
(3) "District" means a special taxing district for
Smith Island established under this section.
(4) "Smith Island" means the area of Smith Island
that is within this State.
(b) The county commissioners may establish a district for
Smith Island as provided in this section.
(c) (1) Subject to the provisions of this section, the
county commissioners may impose and cause to be collected from
