(4) Before plans are drawn, or application is filed,
for a prospective system of water supply, sewerage, or refuse
disposal, a preliminary statement concerning the improvement may
be made to the Secretary. If requested, the Secretary shall
outline the general requirements of the case conformity with
which would meet with the Secretary's approval.
[(c)] (B) (1) When application is made to the Secretary for
a permit under the provisions of this section, WITHIN 30 WORKING
DAYS AFTER RECEIVING THE COMPLETED APPLICATION, the Secretary
shall examine the application [without delay,] and[, as soon as
possible after submission of the application,] issue the permit,
disapprove the application, or state the conditions under which
the permit will be granted.
(2) WHEN PLANS ARE FILED WITH THE SECRETARY UNDER THE
PROVISIONS OF THIS SECTION FOR WATER DISTRIBUTION OR SEWERAGE
COLLECTION LINES, WITHIN 30 WORKING DAYS AFTER RECEIVING THE
PLANS, THE SECRETARY SHALL APPROVE THE PLANS AND ISSUE THE
CONSTRUCTION PERMIT, DISAPPROVE THE PLANS, OR STATE THE
CONDITIONS UNDER WHICH THE PLANS WILL BE APPROVED.
(2) (3) FAILURE OF THE SECRETARY TO ACT WITHIN THE
TIME SET BY THIS SUBSECTION CONSTITUTES AUTOMATIC APPROVAL OF THE
APPLICATION FOR A PERMIT PLANS UNDER THE PROVISIONS OF THIS
SECTION.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1986.

AN ACT concerning
Creation of a State Debt - City Jail Loan of 1986
FOR the purpose of authorizing the creation of a State Debt in
the amount of $500,000, the proceeds to be used as a grant
to the Mayor and City Council of Baltimore for the purpose
of removing asbestos at, and renovating, improving, and
expanding the Baltimore City Jail, subject to the
requirement that the Mayor and City Council of Baltimore
provide at least an equal and matching fund of a certain
kind for the same purpose by a certain date; and providing
generally for the issue and sale of bonds evidencing the
loan.
