(I) EXCEPT AS OTHERWISE EXPRESSLY PROVIDED
UNDER THIS SUBTITLE, IMPOSE TRAINING OR OPERATIONAL REQUIREMENTS
AS A PRECONDITION TO RECEIPT OF FUNDS; OR
(II) IMPOSE CONSTRAINTS ON THE PURCHASE OF
CAPITAL EQUIPMENT;
(III) (II) REQUIRE THAT CAPITAL EQUIPMENT
PURCHASED WITH STATE FUNDS HAVE A CERTAIN USEFUL LIFE EXPECTANCY;
OR OF GREATER THAN 1 YEAR.
(IV) IMPOSE CONSTRAINTS ON THE PURCHASE OF
NONCAPITAL EQUIPMENT.
(d) [(l)] State funds provided under this section may
[only] be used for any 1 or more of the following:
[(i)](1) Acquisition or rehabilitation of
fire or rescue apparatus, including ambulances;
[(ii)](2) Acquisition or rehabilitation of
capital equipment used in connection with fire or rescue
apparatus; [and]
[(iii)](3) Rehabilitation of facilities
used primarily to house fire fighting apparatus, equipment,
ambulances, and rescue vehicles[.];
[(2) State funds provided under this section may
not be used for any of the following:]
[(i)](4) Administrative costs;
[(ii)](5) Compensation or fringe benefits
to employees or members of county governments, or fire, rescue,
or ambulance companies;
[(iii)](6) Travel or meal expenses;
[(iv)](7) Fuel, utility, or routine
maintenance costs of facilities or apparatus;
[(v)](8) Acquisition of new or replacement
fire hydrants, water mains, or emergency alarm systems not
installed at a fire, rescue, or ambulance facility;
[(vi)](9) Insurance;
[(vii)](10) Fund-raising activities;
[(viii)](11) Refinancing of any debt or
other obligation incurred before July 1, 1985;
