AN ACT concerning
Maryland Automobile Insurance Fund - Staff
FOR the purpose of altering the powers of the Executive Director
of the Maryland Automobile Insurance Fund with regard to the
appointment, removal, and compensation of certain employees
of the Fund; requiring the Executive Director to submit
certain reports to the Secretary of Personnel and the
General Assembly at certain times; requiring the Secretary
of Personnel to review the report and advise the Executive
Director of certain matters within a certain period; and
generally relating to the staff of the Maryland Automobile
Insurance Fund.
BY repealing and reenacting, with amendments,
Article 48A - Insurance Code
Section 243(d)

Preamble
WHEREAS, It is the desire of the members of the General
Assembly that the Maryland Automobile Insurance Fund, as an
enterprise agency of the State, be operated in the most
cost-efficient and fiscally responsible manner possible so as to
enable the Fund to keep its rates and annual insufficiency
assessment at the lowest possible levels; and
WHEREAS, Certain requirements of the State personnel law
have prevented the Fund from utilizing its employee force in a
cost-efficient manner, with the result that the Fund is annually
burdened with unnecessary and substantial costs of operation,
which costs directly contribute to higher rates and higher annual
insufficiency assessments; now, therefore,
SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

(d) (1) [The] EXCEPT FOR THE PROVISIONS OF ARTICLE 64A, §
35 OF THE CODE, WHICH SHALL NOT APPLY TO THE FUND TO THE EXTENT
THAT THEY RELATE TO THE LAYING OFF AND REINSTATEMENT OF
UNCLASSIFIED EMPLOYEES, THE executive director shall appoint and
