ARE TO BE EXPENDED FOR PURCHASE OF INTERESTS
IN PROPERTY PRIOR TO DEVELOPMENT AND
IMPLEMENTATION OF AN EFFECTIVE VOLUNTARY
ACQUISITION PLAN APPROVED BY THE BUDGET
COMMITTEES. THIS PLAN MUST BE DEVELOPED IN
COOPERATION WITH OCEAN CITY OFFICIALS.
Section 1(3)(F)(2)(a)
(2) Preparation of detailed plans and
specifications FOR and construction of,
INCLUDING PURCHASE OF CAPITAL EQUIPMENT FOR,
a replacement facility within the enhanced
secured area at the Maryland Training School.
The replacement facility shall contain
individual living units[,] and program space.
Construction of the replacement facility
shall not begin until the security
enhancements on the Fletcher Campus are
completed and either the Youth Center to be
located at Meadow Mountain in Garrett County
or the Youth Center to be located in Charles
County or the Youth Center to be located at
the Henryton Center in Carroll County is
completed, provided, however, that
construction shall begin on or after April 1,
1984. After construction of the replacement
facility is completed, the existing cottage
(Unit #13) nearest the school building on the
Pratt Campus shall be razed and a portion of
this appropriation may be used for that
purpose.
Representatives of the Juvenile Services
Administration, Department of State Planning,
and Department of General Services shall meet
with appropriate community groups within the
vicinity of the Maryland Training School not
later than September 1, 1983. (Baltimore

(1) Design, prepare detailed plans and
specifications for, and construct a 192-bed
maximum-security housing unit and acquire
land and prepare detailed plans and
specifications for construction of a
pre-release/work-release unit for women at a
site undetermined. The Department of Public
Safety and Correctional Services shall submit
a report to the Budget Committees not later
than November 1, 1983, as to the suitability,
location, design and program for the
