institution responsible for the project shall submit a program to
the Department of State Planning for approval before the planning
funds may be spent. For any project listed in Section 1(3) of
this Act for which funds for construction are appropriated and
for which the preliminary plans and outline specifications
required by § 5-309(f)(2)(i) of the State Finance and Procurement
Article have not been prepared, the State agency or institution
responsible for the project shall submit the plans and outline
specifications to the Department of State Planning for approval
before the construction funds may be spent.

SECTION 2. AND BE IT FURTHER    ENACTED, That the Laws of
Maryland read as follows:

Chapter 101 of the Acts of   1970, as amended by

Chapter 125 of the  Acts of 1985

Section 5.2(A)

(3) Acquisition AND DEMOLITION of public housing
and former administration building on St.
John's Street.................................

(b) To provide a [loan] GRANT to Historic

Annapolis, Inc. for the purpose____of

consolidating interest payments for mortgages
on the historic Callahan House, 164 Conduit
Street, Annapolis, and the historic
Gassaway-Feldmeyer House, 194 Prince George's
Street, Annapolis and to provide a [loan]
GRANT for preservation and restoration of
Reynold's Tavern, Church Circle, Annapolis,
Hancock's Resolution, Bayside Beach Road,
Bayside Beach and Retallick-Brewer House, 183
Green Street, Annapolis, or other buildings
in the Registered National Landmark
District. [Terms and conditions for the loan
will be determined by the Board of Public
Works ]........................................

Section 1(3)(F)(1)(a)

(4) To provide a portion of the funds to
construct a new 720-bed medium security
correctional institution at the Maryland
Correctional Institution - Hagerstown Complex
(Washington County), provided that the
perimeter security at all State Correctional
