AN ACT concerning
Creation of a State Debt - General Construction Loan of 1986
and the General Construction Loans of 1970, 1981, 1982,
1983, 1984, and 1985
FOR the purpose of authorizing the creation of a State Debt in
the amount of One Hundred Nine Million, Two Hundred Seven
Thousand Dollars ($109,207,000) Ninety Seven Million, Five
Hundred Twenty-Two Thousand Dollars ($97,522,000) Ninety
Million, Eighty-Four Thousand Dollars ($90,084,000) Ninety
Million, Six Hundred Twenty-Seven Thousand Dollars
($90,627,000), the proceeds to be used for certain necessary
building, construction, demolition, planning, renovation,
conversion, replacement, and equipment purposes of this
State and for acquiring certain real estate in connection
therewith, and for grants to certain subdivisions and other
organizations for certain purposes; providing generally for
the issuance and sale of bonds evidencing the loan; amending
Chapter 101 of the Acts of 1970, the General Construction
Loan of 1970, and Chapter 520 of the Acts of 1982, the
General Construction Loan of 1982, as amended by Chapter 125
of the Acts of 1985, the General Construction Loan of 1985,
to include demolition of the public housing to be acquired
on St. John's Street as part of the authorization; amending
Chapter 724 of the Acts of 1981, the General Construction
Loan of 1981, as amended by Chapter 520 of the Acts of 1982,
to reduce the appropriation "to provide a portion of the
funds to construct a new 720-bed medium security
correctional institution at the Maryland Correctional
Institution - Hagerstown Complex..." and to reappropriate
the amount of the reduction "to provide a portion of the
funds to construct a 300-cell maximum security correctional
institution on the BG & E site" and to provide that a loan
to Historic Annapolis, Inc. shall be made a grant; amending
Chapter 670 of the Acts of 1983, the General Construction
Loan of 1983, to provide for and restrict the acquisition of
interests in property as part of the appropriation for
"shore erosion control measures for Ocean City Beach...",
and to provide for the purchase of capital equipment as part
of the appropriation for the "preparation of detailed plans
and specifications for and construction of a replacement
facility within the enhanced secured area at the Maryland
Training School..." and restricting the sale of the House of
Good Shepherd property; amending Chapter 82 of the Acts of
1984, the General Construction Loan of 1984 as amended by
Chapter 125 of the Acts of 1985, to provide for the purchase
of capital equipment as part of the appropriation for
construction of a 1,500-cell medium-security facility and,
to provide for and restrict the acquisition of interests in
property as part of the appropriation for "shore erosion
