(F) IF THE SPECIAL COUNSEL FINDS THAT CIVIL OTHER ACTION
MAY BE WARRANTED, THE SPECIAL COUNSEL SHALL MAKE A CONFIDENTIAL
REPORT OF HIS FINDINGS TO THE GOVERNOR, TOGETHER WITH
RECOMMENDATIONS, FOR INSTITUTING SUCH CIVIL ACTION TO THE
GOVERNOR FOR APPROPRIATE REFERRAL FOR APPROPRIATE ACTION.
(G) (1) DURING THE COURSE OF THE INVESTIGATION, AS THE
GOVERNOR OR SPECIAL COUNSEL DEEMS APPROPRIATE, THE SPECIAL
COUNSEL SHALL SUBMIT A REPORT OF HIS INVESTIGATION AND
RECOMMENDATIONS TO THE GOVERNOR AND THE MEMBERS OF THE GENERAL
ASSEMBLY.
(C) (2) ON OR BEFORE JANUARY 8, 1986 AND AT THE COMPLETION
OF THE INVESTIGATION BY THE SPECIAL COUNSEL AND AT SUCH OTHER
TIMES AS THE SPECIAL COUNSEL DEEMS APPROPRIATE, THE SPECIAL
COUNSEL SHALL SUBMIT A COMPLETE REPORT OF HIS INVESTIGATION,
INCLUDING ALL THE FINDINGS AND RECOMMENDATIONS, TO THE GOVERNOR
AND THE LEGISLATIVE POLICY COMMITTEE MEMBERS OF THE GENERAL
ASSEMBLY.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect June 1, 1985 and remain effective until March 1,
1986, and on that date, with no further action required by the
General Assembly, this Act shall be abrogated and of no further
force and effect.

AN ACT concerning
Emergency Funding - Office of Special Counsel
FOR the purpose of making an emergency appropriation to the
Office of Special Counsel, an independent unit within the
Executive Branch, for the payment of the costs incurred in
organizing and operating the Office of Special Counsel; and
making this Act an emergency measure.
