been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage. However, if any provision, or portion of a provision of
this Act cannot take effect immediately, the specific provision,
or portion of a provision, shall take effect June 1, 1985.

CHAPTER 7

(Senate Bill 7)

AN ACT concerning

Emergency Funding - Savings and Loan Assistance -
State Administrative Costs

FOR the purpose of making an emergency appropriation to the Board
of Public Works for the payment of State administrative
costs incurred in providing assistance to privately insured
savings and loan associations in the State; and providing
that this Act is an emergency measure.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the sum of $1,000,000, or so much thereof as may
be necessary, be and the same is hereby appropriated as an
emergency appropriation to the Board of Public Works from any
funds in the General Fund Surplus Account of the Treasury of the
State for the fiscal year ending June 30, 1985, for the . payment
of State administrative costs incurred in providing assistance to
privately insured savings and loan associations in the State.
Any unexpended balance of this appropriation as of June 30, 1985
shall not revert to the general treasury of the State and shall
be available for expenditure during fiscal year 1986.

SECTION 2. AND BE IT FURTHER ENACTED, That the Treasurer of
the State shall, upon the warrant of the Comptroller, disburse
the said sum of money herein appropriated to the Board of Public
Works to be expended for purposes herein specified or to be
transferred by budget amendment to other State agencies for the
same purposes.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.
