the words "or him". Thus, the antecedent for the word
"him" became "Governor" rather than "officer".
Subsection (b)(3) of this section is revised to
clarify that an officer or unit has the power to
withdraw a proposed amended schedule.
In subsection (e)(2)(ii) of this section, the former
references to "rules" and "regulations" are deleted as
unnecessary in light of the broad reference to "law".
In subsection (e)(2)(iii) of this section, the former
reference to a "natural or other disaster" is deleted
as unnecessary in light of the reference to an
"emergency declared by the Governor".
In subsection (f)(2) of this section, the phrase
"since the last session" is added to clarify the scope
of the report.
The fourth sentence of former Art. 15A, § 8(e), which
stated that an amended schedule could be amended
again, is deleted as surplusage in light of the word
"whenever" in subsection (b)(1) of this section.
The third clause of former Art. 15A, § 8(f), which
stated that the State budget and its supporting
documents "specify in detail the salaries of all
personnel", is deleted as surplusage in light of the
substantive requirement of § 7-109 of this title.
The Commission to Revise the Annotated Code notes, for
the consideration of the General Assembly, that
subsection (d) of this section tries to reconcile the
seemingly inconsistent requirements of former Art.
15A, §§ 8(f) and 20(d) and present Art. 64A, § 27 of
the Code and to state those requirements clearly.
Thus, in subsection (d)(1) of this section, the
reference to an "amendment under this section" is
substituted for the former, broad reference to "[a]
budget amendment", to restrict the scope of this
limitation. This substitution reflects that former
Art. 15A, § 8(d) and (e) permitted a budget amendment
of the Governor to be carried out "subject to the
provisions of [Art. 15A, § 8](f)", but that former §
8(b) through (c-1) did not state a similar limitation
for amendments for the Legislative Branch. Similarly,
in subsection (e)(1) of this section, the reference to
"an amendment under this section" is substituted for
the former reference to "[a]n amended schedule". This
substitution reflects that the limitation in
subsection (e)(1) of this section applies to an
appropriation to a unit of the Executive Branch.
