In the introductory language of subsection (b) of this
section, the reference to the "complete financial
program of the Governor" is substituted for the former
reference to the "entire fiscal program of the State
administration", to conform to subsection (b)(1)(i) of
this section.

In subsection (b)(1) of this section, the former
cross-reference to "§ 52(5) of Article 3 of the State
Constitution" is deleted as surplusage.

In subsection (b)(1)(i) of this section, the former,
specific reference to "recommendations" is deleted as
surplusage.

7-103.

As to the Spending Affordability Committee, see Title
2, Subtitle 10 of the State Government Article.

STUDIES.

(A)  IN GENERAL.

(1)  THE SECRETARY SHALL CONTINUALLY CONDUCT STUDIES
ON THE NEEDS OF UNITS OF THE EXECUTIVE BRANCH OF THE STATE
GOVERNMENT AND OF PRIVATE ENTITIES TO WHICH THE STATE
APPROPRIATES MONEY.

(2)  TO OBTAIN THE INFORMATION THAT THE SECRETARY
WANTS IN ESTIMATING THE NEEDS OF THE UNIT OR ENTITY, THE
SECRETARY MAY:

(I)  QUESTION ANY OFFICER OR EMPLOYEE OF THE
UNIT OR ENTITY; AND

(II)  EXAMINE THE RECORDS OF THE UNIT OR ENTITY.

(B)  REVENUE ESTIMATES.
THE SECRETARY SHALL:

(1) CONTINUALLY COMPARE THE NEEDS OF THE UNITS OF THE
EXECUTIVE BRANCH OF THE STATE GOVERNMENT AND OF THE PRIVATE
ENTITIES WITH THE REVENUES THAT ARE COLLECTED;

(2) PREPARE ESTIMATES OF REVENUES THAT WILL BE
AVAILABLE FOR THE STATE BUDGET;

(3) PREPARE ANY OTHER ESTIMATES OF REVENUES THAT THE
GOVERNOR REQUESTS;

(4) STUDY THE REVENUE STRUCTURE OF THE STATE;
