7-101. DEFINITIONS.
(A) IN GENERAL.
IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED.

standard introductory language to a definition
section.
(B) PROPOSED BUDGET.
"PROPOSED BUDGET" MEANS:
(1) THE BUDGET BILL; AND
(2) THE BUDGET BOOKS AND OTHER DOCUMENTS THAT SUPPORT
THE BUDGET BILL.
REVISOR'S NOTE: This subsection is new language added to
allow concise reference to the budget bill and its
supporting documents.
While Md. Constitution, Art. III, § 52 refers to the
"Budget" and "Budget Bill", the use of the term
"budget" to encompass solely the supporting documents
creates problems. Former Art. 15A, § 20(a) required
submission of specified supporting documents "in book
form" and required distribution of those books to each
member of the General Assembly. However, the
Secretary of Budget and Fiscal Planning has indicated
that the supporting documents now are voluminous and
that information not contained in the "budget books"
is submitted to the General Assembly, through its
staff agencies, on magnetic tape and in other forms.
Nonetheless, all of this information comprises the
"complete plan of proposed expenditures and estimated
revenues" that Md. Constitution, Art. III, § 52(3)
states must be contained in the "Budget".
To preserve the statutory requirement that certain
information be presented "in book form", the term
"budget books" is used in provisions of this subtitle
that relate to that information.
(C) SECRETARY.
"SECRETARY" MEANS THE SECRETARY OF BUDGET AND FISCAL
PLANNING.
