(A) AUTHORIZED.
THE TREASURER MAY MAKE AN AGREEMENT WITH A BANK OR TRUST
COMPANY AS TO COMPENSATION FOR A BANKING SERVICE THAT THE BANK OR
TRUST COMPANY PROVIDES TO THE STATE.
