and (d) of this section, and the exceptions for
certain units of the State government, such as the
Maryland Automobile Insurance Fund.

In the introductory language of subsection (a) of
this section, the phrase "of the State government" is
added to clarify the scope of this section.

In subsection (a)(1) of this section, the duty to "pay
into the State Treasury" is substituted for the former
duty to "pay to the Treasurer", to reflect that, in
practice, a unit pays money into the Treasury by
depositing the money with a depositary. This
substitution conforms to other provisions of the Code
that require a unit to pay money into, e.g., the
General Fund of the State.

In subsection (b)(2) of this section, the reference to
"an account that the Comptroller designates" is
substituted for the former reference to "a special
account", for clarity.

In subsection (d)(3) and (4) of this section, the
defined term "financial institution" is substituted
for the former enumeration "bank ... or building and
loan associations", for brevity and conformity.

The fourth and fifth clauses of the first sentence of
former Art. 41, § 198, which allowed use of the money
and provided for reversion as provided by "law", are
deleted as unnecessary in light of Title 7, Subtitles
2 and 3 of this article.

6-214. PERSONS.

EACH PERSON WHO COLLECTS OR RECEIVES MONEY FOR THE STATE AND
WHO IS NOT SUBJECT TO § 6-213(A) OF THIS SUBTITLE SHALL:

(1)  PAY THE MONEY INTO THE STATE TREASURY AS PROVIDED
BY LAW; AND

(2)  ACCOUNT TO THE COMPTROLLER FOR THE MONEY:

(I) AT THE TIMES AND IN THE MANNER THAT THE LAW
SPECIFIES; OR
