(E)  PLANS.

(1)  THE SECRETARY IS RESPONSIBLE FOR THE
COMPREHENSIVE PLANNING OF PROGRAMS AND SERVICES OF THE
DEPARTMENT.

(2)  THE SECRETARY SHALL REVIEW AND APPROVE OR
DISAPPROVE THE PLANS OF THE UNITS IN THE DEPARTMENT.

REVISOR'S NOTE: This subsection is new language that
repeats the provisions of the sixth sentence of
present Art. 41, § 3A(a).

As to the revision as powers and duties of this
Secretary, see the revisor's note to subsection (c) of
this section.

(F)  RIGHT OF ACCESS TO INFORMATION.

THE SECRETARY OR A STAFF MEMBER OF THE DEPARTMENT DESIGNATED
BY THE SECRETARY SHALL HAVE ACCESS TO INFORMATION THAT RELATES TO
STATE PLANNING IN THE POSSESSION OF ANY UNIT OF THE STATE
GOVERNMENT, OF A REGIONAL GOVERNMENT, OR OF A LOCAL GOVERNMENT.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from former Art. 41, §
227(a)(1).

The former words "reports and data" are deleted as
included in the word "information".

The language "unit of the State government, of a
regional government, or of a local government" is
substituted for the former language "departments,
agencies or instrumentalities of the State, or ...
regional, ... county, municipal or other local
agencies and instrumentalities", for consistency with
language used elsewhere in this article.

The former reference to "metropolitan ... agencies and
instrumentalities" is deleted as included in the
reference to a "unit of ... a regional government".
