responsible", to clarify that the Secretary does
adopt, and not merely review, regulations. This
substitution is nonsubstantive in light of present
Art. 41, § 3B, which gives, to the secretary of each
principal department, "full authority and
responsibility for the promulgation of all rules and
regulations for all departments and other
instrumentalities within his jurisdiction, except as
otherwise provided by law".

In paragraph (2) of this subsection, the word "may" is
substituted for the former phrase "shall have the
power to", for brevity and to conform with similar
provisions elsewhere in the Code.

Also in paragraph (2) of this subsection, the phrase
"any unit of the Department" is substituted for the
former phrase "all of the boards, offices, divisions,
commissions, or other agencies within the jurisdiction
of the Department of General Services", for brevity
and to conform to similar provisions elsewhere in this
title.

See the General Revisor's Note to this article, as to
the use of the word "adopt" and the deletion of the
former references to "rules".

(C)  ADVISORY UNITS.

THE SECRETARY MAY CREATE ANY ADVISORY BODY OF ANY SIZE THAT
THE SECRETARY CONSIDERS APPROPRIATE FOR THE OPERATION OF THE
DEPARTMENT.

REVISOR'S NOTE: This subsection is new language derived
without substantive change from former Art. 41, §
231C(c).

The words "for the operation of the Department" are
new language added for clarity.

"Secretary" § 4-101

(D)  SEAL.

THE SECRETARY SHALL HAVE A SEAL.
