In subsection (a) of this section, the requirement to
submit the report "[o]n or before the 10th day of each
regular session" is substituted for the former
statutory requirement for submission "within ten days
after the third Monday in January", to conform to the
requirements of Md. Constitution, Art. VI, § 2. In
practice, the Comptroller submits an annual report,
which describes generally the fiscal operation of the
State and usually is distributed in December. Later,
the Comptroller issues a supplemental report, which
details specific parts of the fiscal operation.
In subsection (b)(2) of this section, the former
reference to the fiscal year "ending on the thirtieth
day of June" is deleted as unnecessary in light of §
2-101 of this subtitle.

6-105 and 6-106 of this article.

2-103. STATEMENT OF RECEIPTS AND EXPENDITURES.
AFTER EACH REGULAR SESSION OF THE GENERAL ASSEMBLY, THE
COMPTROLLER SHALL DELIVER TO THE PRINTER WHO IS DESIGNATED TO
PRINT THE SESSION LAWS AN ACCURATE STATEMENT OF RECEIPTS AND
EXPENDITURES OF PUBLIC MONEY FOR THE LAST FULL FISCAL YEAR
PRECEDING THAT SESSION.
REVISOR'S NOTE: This section formerly appeared as Art. 19,
§ 25.
The reference to "the last full fiscal year preceding
that session" is substituted for the former, ambiguous
reference to "the fiscal year". The substituted
language reflects practice.
The only other changes are in style.

2-104. ANNUAL REPORT OF TREASURER.
(A) REQUIRED.
ON OR BEFORE JANUARY 1 OF EACH YEAR, THE TREASURER SHALL
SUBMIT AN ANNUAL REPORT TO THE GOVERNOR AND, SUBJECT TO § 2-1312
OF THE STATE GOVERNMENT ARTICLE, TO THE GENERAL ASSEMBLY.
