on the day of the election, while the polls are open: (1)
distributing to any person any item enumerated in § 26-16(a)(7)
of this title[,]; (2) communicating a voting preference or choice
in any manner; (3) stationing any person or object in the path of
any voter; or (4) electioneering or canvassing within the meaning
of § 24-23(a)(4) of this article.
27-2.
(a-1) (4) If the applicant does not apply in person, the
[application] APPLICANT shall designate a voter registered in the
same county or Baltimore City as agent for the purpose of
delivering the absentee ballot to the voter, and the agent shall
execute an affidavit under penalty of perjury that the ballot was
delivered to the voter who submitted the application, was marked
by the voter in the agent's presence, was placed in a sealed
envelope in the agent's presence, and returned, under seal, to
the board by the agent.

133.
(b) The Secretary of General Services may establish
appropriate divisions or offices within the Department to carry
out the responsibilities for those facilities and sites
identified in subsection (a). The responsibilities of THE
Secretary for those facilities and sites under this section
include:
(1) Maintenance of a complete inventory of all
movable property assigned to the Department of General Services;
(2) Supervision of utility and sanitation services
and of fire and safety systems;
(3) Supervision of all repairs or other work
performed on the buildings or grounds;
(4) Landscaping;
(5) Purchasing of carpets, furniture, equipment, and
supplies;
(6) Protection of persons and property, including the
dispersal of assemblages which are unlawful or dangerous or
otherwise obstruct free passage;
(7) The control of pedestrian or vehicular traffic,
including the establishment of speed limits and parking and
impoundment regulation on or within parking garages, surface
parking lots, and roads and sidewalks that are owned or leased by
the State and that are on or within the buildings or grounds; and
