(2) A person who is authorized by an issuer to
furnish money, goods, services or anything else of value upon
presentation of a credit card by the cardholder, or any agent or
employee of such person, who, with intent to defraud the issuer
or cardholder, fails to furnish money, goods, services or
anything else of value which he represents in writing to the
issuer that he has furnished violates this subsection and is
subject to the penalties set forth in subsection (h)(1) of this
section, if the difference between the value of all money, goods,
services and anything else of value actually furnished and the
value represented to the issuer to have been furnished does not
exceed $300, and is subject to the penalties set forth in
subsection (h)(2) of this section if such difference exceeds
$300.

(a) A person may not manufacture, possess, transport, or
place a device that is constructed to represent a bomb,
explosive, incendiary, or destructive explosive device with the
intent to terrorize, frighten, intimidate, threaten, or harass.
(b) A person who violates this section is guilty of a
misdemeanor and on conviction, is subject to imprisonment for 1
year or a fine [or] OF $1,000 or both.

(e) (1) For the purposes of this subsection "game of 50/50"
means a drawing from a finite number of chances in which the
proceeds from the sale of chances are split evenly between the
winner and the organization conducting the game.
(2) [any] ANY organization listed in subsection [(a)]
(B) of this section may conduct games of 50/50 without a license.
(3) [the] THE cash prize in a game of 50/50
authorized by this subsection may not exceed $50.
(4) [a] A game of 50/50 may not be conducted by an
organization listed in subsection (a) of this section at other
than a meeting of the organization.
(5) A minor may not participate in a game of 50/50.

(c) In Charles County a volunteer fire company, or bona
fide fraternal, civic, war veterans', religious or charitable
organization or corporation may conduct or hold any carnival,
bazaar, raffle, or card party in accordance with subsection [(a)]
(B) of this section if the County Commissioners of Charles County
grant a permit which specifies the nature of the gambling device
and the frequency with which the carnival, bazaar, raffle, or
card party shall be held. A person under the age of 18 may not
