AN ACT concerning

Wastewater Regulation

FOR the purpose of providing that all users of the publicly owned
treatment works and sewer system shall be charged for the
use thereof; providing the basis for computing the charge,
providing that the County Executive shall establish from
time to time the rate to be applied for use of the system;
providing a procedure for billing and collecting the
charges; providing that charges will be liens; prohibiting,
under certain conditions, the discharge of certain
pollutants into the system; authorizing the County to
establish user fees and charges for monitoring inspections,
permits, removal of pollutants, etc.; providing for the
issuance of wastewater discharge permit for certain users;
