has ascertained that the Petitions have been signed by more than
25% of the total number of registered voters living in the area
proposed to be annexed and by the owners of more than 25% in
value of the assessable real property located in the area
proposed to be annexed, all as of July 1, 1984, as will appear in
the certificate of Wendell G. Mezick, Sr., President of the City
Council, duly filed prior hereto among the officials records of
the City of Fruitland (a copy being attached hereto); and

WHEREAS it appears that the Petitions meet the requirements
of law;
