Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have vetoed Senate Bill 12 (1985 Extraordinary
Session of the General Assembly).
This bill provides for the establishment of an Office of
Special Counsel as an independent unit in the Executive
Department.
House Bill 16, which was passed by the General Assembly and
signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 12.

AN ACT concerning
Savings and Loan Associations - Special Counsel
FOR the purpose of establishing an Office of Special Counsel as
an independent unit in the Executive Department; providing
for the appointment and qualifications of the Special
Counsel; providing for the salary and staff of the Special
Counsel; providing for exceptions from the State procurement
laws; requiring the Special Counsel to utilize the services
and personnel of certain agencies and requiring certain
agencies to cooperate with the Special Counsel; providing
for the duties, powers, and responsibilities of the Special
Counsel; requiring the Special Counsel to make certain
investigations and reports; generally relating to savings
and loan associations and the establishment, powers, and
duties of the Office of Special Counsel; making this Act an
emergency measure; and specifying the termination of this
Act.
