EXECUTIVE ORDERS
B. The Secretary of State may establish criteria to
determine if participating agencies which fail to
receive a minimum amount of payroll deduction support in
any one year shall continue to participate in subsequent
Campaigns.
C.. The Secretary of State may call upon the operating
agency for technical assistance in the administration of
the Campaign.
D. Agencies which submit an application for participation
in the Campaign which is denied by the Secretary of
State may within [30] 10 days of the denial submit a
petition for reconsideration. The Secretary of State's
disposition of the petition shall be conclusive and
final.

DECLARATION OF EMERGENCY - MARYLAND PORT ADMINISTRATION
GROUND AND SURFACE WATER CONSULTANT STUDY
WHEREAS, In 1967, the Maryland Port Authority purchased from
Allied Chemical Company approximately 85 acres of land
adjacent to the Dundalk Marine Terminal, which land has
become part of the expansion area for the Terminal; and
WHEREAS, Allied Chemical Company had, for many years, been using
this land as an open, unconfined storage site for a
by-product of their chrome refining process known as chrome
tailings or chrome refuse and this disposal continued under
the agreement of sale until 1975; and
WHEREAS, The Maryland Port Administration, the Water Resources
Administration, the Department of Health and Mental Hygiene,
and the Office of Environmental Programs have worked
together to minimize the impact of chrome refuse leachate to
the environment; and
WHEREAS, In a Stipulated Order dated November 15, 1984, the
Department of Health and Mental Hygiene has required the
Maryland Port Administration to take certain steps,
including retaining a consultant to conduct a ground and
surface water study; and
WHEREAS, The Maryland Port Administration is now ready to begin
the selection process for a consultant to conduct this
study; and
