2. Personal appearances.

C. Providing art and cultural opportunities as preventive
and rehabilitative measures in concert with schools,
Juvenile Services Administration facilities and
communities by:

1.  Designing, coordinating and conducting training
clinics from various art, cultural, and recreational
arenas, including the performing arts and art
education;

2.  Arranging for the attendance at professional theatre
productions, art institute classes and theatre
rehearsal sessions; and

3.  Promoting participation of young people through
personal appearances at schools, institutions and
art, cultural and recreational centers.

III. Composition

The Council is established as follows:

A.  The Council shall consist of no more than 30
professional artists who are residents of the State of
Maryland;

B.  The Governor shall appoint the members and designate the
Chairman of the Council from among those appointed;

C.  The term of a member is four years. In case of a

vacancy, the Governor shall appoint a successor for the
remainder of the unexpired term. The member's terms
shall be staggered as established during the initial
appointments;

D.  The Governor may remove any member of the Council for
any cause adversely affecting the member's ability or
willingness to perform his or her duties;

E.  The members of the Council may not receive any
compensation for their services. The members may be
reimbursed for their reasonable expenses incurred in the
performance of their duties, in accordance with the
standard travel regulations and as provided in the
budget; and

F.  A majority of the Council shall constitute a quorum for
the transaction of any business.

IV. Effective Date

This Executive Order shall take effect on 1985.
