(b)  Need for programmatic and budgetary adjustments;

(c)  The results and conduct of Baywide monitoring
programs;

(d)  Establishment of annual Chesapeake Bay research
priorities; and

(e)  Maryland's participation on regional issues of Bay
management.

The Council shall establish the appropriate procedures
to seek advice on issues related to research, management
and public participation.

The Council shall serve as a central archives for
Maryland's Chesapeake Bay program and shall be provided
necessary administrative and clerical services through
Executive Department staff. The Council shall meet at
least quarterly and may establish such working groups as
may be necessary.

STATE INTERNATIONAL TRADE PROGRAMS - COORDINATION

WHEREAS, Maryland is blessed with a diversity of resources to
conduct international trade including the Port of Baltimore,
a major international airport, efficient highway networks,
diverse manufacturing, service, and agricultural sectors and
proximity to Washington, D.C.; and

WHEREAS, Increased international trade can reasonably be expected
to produce more jobs, greater wealth and improved quality of
life for the citizens of this State; and

WHEREAS, Participation in international trade facilitates
political cooperation among nations, cultural enrichment,
educational and technological advancement; and

WHEREAS, The State Departments of Agriculture, Economic and
Community Development and Transportation administer programs
designed, in various ways, to promote international trade;
and

WHEREAS, Additional coordination and programmatic integration
among the Departments is required to improve the
effectiveness of existing programs and the development of
new strategies to increase international trade activities
