NOW THEREFORE, I, HARRY HUGHES, GOVERNOR OF THE STATE OF
MARYLAND, HAVING THOUGHT PROPER THE EXTENSION OF CLEMENCY IN
THE FOLLOWING CASES DO HEREBY PURSUANT TO THE AUTHORITY
VESTED IN ME BY LAW, GRANT THE FOLLOWING DESIGNATED PERSONS
A FULL COMMUTATION OF THE REMAINDER OF THEIR SENTENCES AS
IMPOSED FOR THEIR OFFENSES AND WHERE DESIGNATED DO GRANT
CERTAIN COMMUTATIONS WITH THE NOTED CONDITION THAT THERE IS
AN OBLIGATION ON THE PART OF THE GRANTEE TO BE SUPERVISED BY
THE DIVISION OF PAROLE AND PROBATION.

EXECUTIVE ORDER OF DECEMBER 20, 1984

DECEMBER, 1984 COMMUTATIONS OF INMATES WITHIN DIVISION OF
CORRECTION AND PATUXENT INSTITUTION

WHEREAS, Each of the inmates listed in this Executive Order was
convicted in this State by a court of competent jurisdiction
and is presently nearing the expiration date of the sentence
imposed;

WHEREAS, Each of the inmates is in the custody of the
Commissioner of Correction or the Patuxent Institution for
the State of Maryland;

WHEREAS, The Commissioner of Correction and Maryland Parole
Commission have reviewed, approved, and recommended the
commutations of sentences of inmates within the custody of
the Division of Correction; and

WHEREAS, The Director of Patuxent Institution has reviewed,
approved, and recommended the commutations of sentences of
inmates within the custody of the Patuxent Institution; and

WHEREAS, Assurances have been received from the Commissioner of
Corrections; and

WHEREAS, Assurances have been received from the Director of
Patuxent Institution; that

(1) None of these inmates is serving a commitment
following a conviction of escape, attempted escape or
assault on a correctional officer occurring since
April, 1982;

(2) No detainers have been filed and no charges are
