EXECUTIVE ORDERS

Hygiene.

The membership of the Council shall be appointed
by the Governor in accordance with the
requirements of Section 223 of Juvenile Justice
and Delinquency Prevention Act of 1974, as amended
(hereafter called the Act). The Council shall
consist of not fewer than 15 members nor more than
33 members.

A.  The Governor shall designate the Chairman of
the Council from among the members appointed;

B.  The term of a member is four years. In case
of a vacancy, the Governor shall appoint a
successor for the remainder of the unexpired
term. The member's terms shall be staggered
as established during the initial
appointments.

C.  Members who are appointed by virtue of their
office may designate, in writing, an alternate
to represent them on the Council and exercise
their power to vote;

D.  The Governor may remove any member of the
Council, who is not an ex officio member, for
any cause adversely affecting the member's
ability or willingness to perform his or her
duties;

E.  The members of the Council may not receive any
compensation for their services. The members
may be reimbursed for their reasonable
expenses incurred in the performance of their
duties, in accordance with the standard travel
regulations, and as provided in the budgets
under Section 222 of the Act; and

F.  A majority of the Council shall constitute a
quorum for the transaction of any business.

The Council in accordance with the Act shall be
responsible for the development of an annual plan,
establishing grant procedures consistent with
State policy and make such grant awards as are
consistent with plan priorities and fund
availability.

A. The Council shall have, within applicable
State and Federal laws, regulations, and
guidelines, the sole authority for review,
final approval and award of such grant funds
available through the Act.
