savings and loan association insured by or subject to the
Maryland Savings Share Insurance Corporation at any time on or
before the effective date of Chapter 6 of the Acts of the Special
Session of the General Assembly convened on May 17, 1985.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act is
hereby declared to be an emergency measure and necessary for the
immediate preservation of the public health and safety and having
been passed by a yea and nay vote supported by three-fifths of
all the members elected to each of the two Houses of the General
Assembly, the same shall take effect from the date of its
passage.

SECTION 4 2 3. AND BE IT FURTHER ENACTED, That this
Act shall take effect June 1, 1985 and shall remain effective for
a period of two years after its effective date and, at the end of
that period, and with no further action required by the General
Assembly, this Act shall be abrogated and of no further force and
effect.

AN ACT concerning

Savings and Loan Associations - Special Counsel

FOR the purpose of establishing an Office of Special Counsel as
an independent unit in the Executive Department; providing
for the appointment and qualifications of the Special
Counsel; providing for the salary and staff of the Special
Counsel; providing for exceptions from the State procurement
laws; requiring the Special Counsel to utilize the services
and personnel of certain agencies and requiring certain
agencies to cooperate with the Special Counsel; providing
for the duties, powers, and responsibilities of the Special
Counsel; requiring the Special Counsel to make certain
investigations and reports; generally relating to savings
and loan associations and the establishment, powers, and
duties of the Office of Special Counsel; making this Act an
emergency measure; and specifying the termination of this
Act.

Section 9-1201 through 9-1204, inclusive, to be under the
new subtitle "Subtitle 12. Special Counsel"
