(2) FOR ANY SUBSEQUENT OFFENSE, A FINE OF NOT MORE
THAN $2,000 OR IMPRISONMENT FOR NOT MORE THAN 1 YEAR OR BOTH.
SECTION 4. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1660.
This bill provides that health insurance policies or
contracts issued in Maryland may not exclude benefits for all
outpatient expenses arising from in vitro fertilization
procedures for a covered subscriber or policy holder.
Senate Bill 793, which was passed by the General Assembly
and signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1660.

AN ACT concerning
Insurance - In Vitro Fertilization
FOR the purpose of requiring that each providing that a health
insurance policy certificate or contract issued in the State
include may not exclude benefits for inpatient and all
outpatient expenses arising from in vitro fertilization
procedures performed on the policy, certificate, or contract
holder or the holder's dependent spouse; and specifying
certain restrictions on the provision.
