Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1290.

This bill improves the safety of children by requiring the

licensing of certain facilities as group day care centers and

authorizes the Secretary of Health and Mental Hygiene to adopt
certain rules and regulations.

Senate Bill 546, which was passed by the General Assembly
and signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1290.

AN ACT concerning

Child-Care Facilities Group Day Care Centers - Licensing

FOR the purpose of improving the safety of children by requiring
the licensing of certain facilities as group day care
centers; authorizing the Secretary of Health and Mental
Hygiene to adopt certain rules and regulations; authorizing
the exchange of certain reports and records on child abuse
and neglect among certain licensing and regulating State or
local agencies under certain circumstances; and generally
relating to the licensing of child care facilities group day
care centers.

BY repealing and reenacting, with amendments,

Article - Health - General
Section 14-101 and 14-104
Annotated Code of Maryland
