Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1287.

This bill authorizes the Secretary of Employment and
Training to administer a financially assisted program of youth
work experience for certain economically disadvantaged high
school juniors and seniors and high school dropouts.

Senate Bill 548, which was passed by the General Assembly
and signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1287.

AN ACT concerning

Employment and Training - Youth Work Experience

FOR the purpose of authorizing the Secretary of Employment and
Training to administer a financially assisted program of
youth work experience for certain economically disadvantaged
high school juniors and seniors and high school dropouts;
establishing certain eligibility criteria; providing certain
limits on hours to be worked; providing for a certain method
for distributing funds appropriated for the purposes of this
Act; providing for certain matching fund requirements;
establishing certain limits on use of funds appropriated
under this Act; establishing certain reporting and
assessment requirements; deleting a certain reference to
certain years restricting the use of State funds for certain
purposes; and generally relating to the provision of a youth
work experience program using State funds.
