Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 1087.
This bill increases the membership of the Patuxent River
Commission from 10 to 11 by adding the Secretary of Agriculture,
or a designee of the Secretary, and gives it the authority to
establish and abolish nonvoting memberships.
Senate Bill 480, which was passed by the General Assembly
and signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 1087.

AN ACT concerning
Patuxent River - Policy Plan and Commission
FOR the purpose of redefining and standardizing references to the
Patuxent River Policy Plan; deleting obsolete references to
the development of an initial Plan; restating the effect of
the Plan; establishing procedures for the amendment of the
Plan; providing for the distribution of the Plan; providing
for continuing review of information on the Patuxent River
and its watershed; restating the duty of the Department of
State Planning to make and assist others in making certain
environmental assessments; indicating sources of funds and
staff for the Patuxent River planning program; modifying
provisions concerning annual reviews and reports; clarifying
the authority of principal departments of the State
government and the effect of the Patuxent River Commission
on that authority; adding the Secretary of Agriculture or a
designee of the Secretary as a member of the Patuxent River
Commission; providing for nonvoting members of the Patuxent
River Commission; providing for the election of officers of
the Patuxent River Commission; restating certain duties of
the Patuxent River Commission; making certain stylistic
changes; and generally revising the laws concerning the
Patuxent River Policy Plan and the Patuxent River
Commission.
