VETOES:

(2) THE TERMS OF MEMBERS ARE STAGGERED AS REQUIRED BY
THE TERMS PROVIDED FOR MEMBERS OF THE BOARD ON JULY 1, 1985 1986.

(3) AT THE END OF A TERM, A MEMBER CONTINUES TO SERVE
UNTIL A SUCCESSOR IS APPOINTED AND QUALIFIES.

(4) A MEMBER WHO IS APPOINTED AFTER A TERM HAS BEGUN
SERVES ONLY FOR THE REST OF THE TERM AND UNTIL A SUCCESSOR IS
APPOINTED AND QUALIFIES.

(5) A MEMBER MAY NOT BE REAPPOINTED TO MORE THAN 2
CONSECUTIVE TERMS IMMEDIATELY FOLLOWING THAT MEMBER'S INITIAL
TERM.

(6) THE MEMBERS OF THE BOARD ARE NOT OFFICERS OR
EMPLOYEES OF THE STATE.

(C) THE TERM OF OFFICE OF EACH MEMBER OF THE BOARD SHALL BE
3 YEARS EXCEPT THAT 3 OF THE MEMBERS FIRST APPOINTED, AS
DESIGNATED BY THE GOVERNOR WHEN FIRST APPOINTED, SHALL SERVE FOR
A TERM OF 1 YEAR AND 3 SHALL SERVE FOR A TERM OF 2 YEARS. EACH
MEMBER OF THE BOARD SHALL CONTINUE TO SERVE UNTIL A SUCCESSOR HAS
BEEN APPOINTED. ANY VACANCY OCCURRING ON THE BOARD DURING THE'
TERM OF ANY MEMBER SHALL BE FILLED BY THE GOVERNOR FOR THE
REMAINDER OF THE UNEXPIRED TERM. A MEMBER MAY NOT BE REAPPOINTED
TO MORE THAN 2 CONSECUTIVE. TERMS IMMEDIATELY FOLLOWING THAT
MEMBER'S INITIAL TERM.

(D) (1) THE GOVERNOR SHALL SELECT FROM AMONG THE VOTING
MEMBERS OF THE BOARD A CHAIRPERSON, WHO SHALL SERVE FOR 3 YEARS.
THEREAFTER THE BOARD SHALL ANNUALLY ELECT A CHAIRPERSON FROM
AMONG ITS VOTING MEMBERS.

(2) FROM AMONG ITS MEMBERS, THE BOARD SHALL ELECT
OFFICERS INCLUDING A SECRETARY AND A TREASURER.

(3) THE BOARD SHALL MEET AT LEAST 4 TIMES DURING EACH
CALENDAR YEAR.

(E)  EACH MEMBER OF THE BOARD IS ENTITLED TO REIMBURSEMENT
FOR EXPENSES UNDER THE STANDARD STATE TRAVEL REGULATIONS, AS
PROVIDED IN THE STATE BUDGET COMPARABLE TO THE: STANDARD STATE
TRAVEL REGULATIONS.

(F)  A MEMBER OF THE BOARD SHALL BE REMOVED BY A VOTE OF 7
MEMBERS MAY BE REMOVED BY A MAJORITY OF THE. BOARD FOR MALFEASANCE
IN OFFICE, FOR PERSISTENT NEGLECT OF OR INABILITY TO DISCHARGE
DUTIES, OR FOR OFFENSES INVOLVING MORAL TURPITUDE.

(G) THE BOARD'S MEETINGS SHALL BE OPEN TO THE PUBLIC EXCEPT
THAT A MEETING MAY BE CLOSED AS PERMITTED UNDER § 10-508 OF THE
STATE GOVERNMENT ARTICLE.
