(G) (1) THE BOARD SHALL REQUIRE AS PART OF ITS EXAMINATION
OR LICENSING PROCEDURES THAT AN APPLICANT FOR A LICENSE TO
PRACTICE MEDICINE DEMONSTRATE AN ORAL COMPETENCY IN THE ENGLISH

LANGUAGE.

(2) GRADUATION FROM A RECOGNIZED, ENGLISH SPEAKING,
PROFESSIONAL SCHOOL IS ACCEPTABLE AS PROOF OF PROFICIENCY IN THE
ORAL COMMUNICATION OF THE ENGLISH LANGUAGE UNDER THIS SECTION.

LANGUAGE.

(2) GRADUATION FROM A RECOGNIZED, ENGLISH SPEAKING,
PROFESSIONAL SCHOOL IS ACCEPTABLE AS PROOF OF PROFICIENCY IN THE
ORAL COMMUNICATION OF THE ENGLISH LANGUAGE UNDER THIS SECTION.

SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985 1986.

Dear Mr. Speaker:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed House Bill 596.

This bill clarifies the powers of the State Board of Savings
and Loan Commissioners with respect to limitations on investments
by State chartered savings and loan associations.

Senate Bill 109, which was passed by the General Assembly
and signed by me on May 21, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign House Bill 596.
