WRITTEN STATEMENT THAT A PERSON MAY OBTAIN ON REQUEST A COPY OF
THE CURRENT FINANCIAL STATEMENT OF A CHARITABLE ORGANIZATION AND
SHALL INCLUDE THE NAME OF THE CHARITABLE ORGANIZATION AND THE
ADDRESS AND TELEPHONE NUMBER WHERE REQUESTS FOR A COPY OF THE
FINANCIAL STATEMENT SHOULD BE DIRECTED.

(k) "Solicitor" means any person who for a financial
consideration solicits or receives contributions for or on behalf
of a professional solicitor which has been engaged by a
charitable organization to raise funds on its behalf.

(L) "FINANCIAL STATEMENT" MEANS A WRITTEN STATEMENT, OR
OTHER DOCUMENT APPROVED BY THE SECRETARY OF STATE, THAT CONTAINS
THE FOLLOWING INFORMATION ABOUT A CHARITABLE ORGANIZATION:

(1)  THE NAME, ADDRESS, AND TELEPHONE NUMBER OF THE
CHARITABLE ORGANIZATION;

(2)  THE AMOUNT OF GROSS REVENUE RECEIVED FROM
CONTRIBUTIONS AND THE AMOUNT AND PERCENTAGE OF GROSS REVENUE USED
BY THE CHARITABLE ORGANIZATION FOR ITS PROGRAM SERVICE EXPENSES,
MANAGEMENT AND GENERAL EXPENSES, AND FUND-RAISING EXPENSES DURING
THE FISCAL YEAR PRECEDING THE SOLICITATION, OR, IF NEWLY
ORGANIZED,

(3) THE ESTIMATED PERCENTAGE OF THE CONTRIBUTION
BEING SOUGHT THAT WILL BE USED FOR THE CHARITABLE ORGANIZATION'S
PROGRAM SERVICE EXPENSES, MANAGEMENT AND GENERAL EXPENSES, AND
FUND-RAISING EXPENSES; AND

(4) (3) A DECLARATION THAT THE CHARITABLE
ORGANIZATION IS REGISTERED WITH THE SECRETARY OF STATE OF
MARYLAND AS REQUIRED BY LAW, BUT THAT REGISTRATION DOES NOT
CONSTITUTE OR IMPLY ENDORSEMENT OF ANY SOLICITATION FOR
CONTRIBUTIONS.

103B.

(a) Every charitable organization located in this State
which intends to solicit contributions within or without this
State, or every charitable organization which intends to solicit
contributions within this State or to have funds solicited on its
behalf shall[, at least 30 days prior to making any solicitation
or authorizing or allowing a solicitation to be made on its
behalf,] file a registration statement [and financial report]
with the Secretary of State upon forms prescribed by the
Secretary of State PRIOR TO OR UPON THE COMMENCEMENT OF ANY
SOLICITATION. Thereafter, if the charitable organization intends
to engage, or does engage, in solicitation, [a renewal
registration form and financial] AN ANNUAL report shall be filed
[within three months of the close of each fiscal year in which it
so intends or does engage in solicitation.] AS PROVIDED IN THIS
