Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 558.
This bill provides certain consumer protections for
solicitations from the public by charitable organizations.
House Bill 1289, which was passed by the General Assembly
and signed by me on May 21, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 558.

AN ACT concerning
Consumer Protection - Charitable Organizations
FOR the purpose of promoting informed decision making by the
public concerning charitable donations by requiring a
certain disclosure statement to. be included in certain
contribution solicitations and receipts; repealing a certain
limitation on expenses for fund-raising activity; altering
certain registration requirements for charitable
organizations; providing for regulation of certain
educational, health, and community charitable organizations;
raising the contribution threshold below which certain
charitable organizations are exempt from certain regulatory
requirements; repealing the requirement for a certain
exemption statement; changing the filing fee for charitable
organizations; requiring charitable organizations to file
annual reports with the Secretary of State under certain
conditions and allowing certain documents to be filed in
lieu of an annual report; requiring charitable organizations
