Senate Bill No. 536

AN ACT concerning

Merit System - Examinations - Credit

FOR the purpose of requiring the Secretary of Personnel to give
credit to applicants for employment with the Division of
Correction who are residents of counties in the State that
have had a certain unemployment rate; providing for
termination of this Act; and generally relating to
examinations given under the Merit System of the State.

(1983 Replacement Volume and 1984 Supplement)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 64A - Merit System

18.

(1) IN THIS SUBSECTION "AVERAGE UNEMPLOYMENT RATE" MEANS A
ROLLING AVERAGE FOR THE PRECEDING 9 MONTH PERIOD.

(D-l) IN AN EXAMINATION FOR INITIAL APPOINTMENT AND
EMPLOYMENT WITH THE DIVISION OF CORRECTION OF THE DEPARTMENT OF
PUBLIC SAFETY AND CORRECTIONAL SERVICES, THE SECRETARY OF
PERSONNEL SHALL GIVE CREDIT OF 5 POINTS TO A RESIDENT OF ANY
COUNTY IN THE STATE THAT HAS HAD AN AVERAGE UNEMPLOYMENT RATE, AS
REPORTED BY THE STATE DEPARTMENT OF EMPLOYMENT AND TRAINING, IN
EXCESS OF 15 PERCENT FOR AT LEAST 6 MONTHS OF THE 9 MONTH PERIOD
PRECEDING THE EXAMINATION FOR WHICH THE AVERAGE UNEMPLOYMENT RATE
IS AVAILABLE.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985. It shall remain effective for a period
of 3 years, and at the end of June 30, 1988, and with no further
action required by the General Assembly, this Act shall be
abrogated and of no further force and effect.
