Dear Mr. President:

In accordance with Article II, Section 17 of the Maryland
Constitution, I have today vetoed Senate Bill 459.

This bill alters the definition of the term "dealer" to
include a person who is in the business of buying, selling, or
exchanging vehicles or who offers to sell vehicles under certain
circumstances.

House Bill 642, which was passed by the General Assembly and
signed by me on May 28, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 459.

AN ACT concerning

Vehicle Laws - Wholesale Dealers - License

FOR the purpose of altering the definition of the term "dealer"
to include a person who is in the business of buying,
selling, or exchanging vehicles or who offers to sell
vehicles under certain circumstances; providing an exception
to certain business location and service requirements for a
wholesale dealer; prohibiting a wholesale dealer from
conducting a purchase, sale, or exchange with a retail
buyer; requiring a wholesale dealer to keep certain records;
providing for the content of a license that is issued to a
wholesale dealer; prohibiting a wholesale dealer from
applying for certain temporary registration plates;
providing the circumstances under which a wholesale dealer
may use a dealer registration plate; and generally relating
to the licensure of wholesale dealers.

BY repealing and reenacting, with amendments,
