This bill modifies the State aid for police protection
formula and requires the Superintendent of the Maryland State
Police to monitor and enforce the local maintenance of effort
requirements contained in the formula.

House Bill 460, which was passed by the General Assembly and
signed by me on May 21, 1985, accomplishes the same purpose.
Therefore, it is not necessary for me to sign Senate Bill 265.

AN ACT concerning

Police Protection Aid --Minimum Grant

FOR the purpose of eliminating a requiring that the minimum
grant of State aid for police protection to a subdivision
with certain reductions in population estimates be reduced
by a percentage of certain increases in the subdivision's
wealth base; and generally relating to the minimum grant of
State aid for police protection.

FOR the purpose of establishing a minimum payment of State aid
for police protection to certain subdivisions based on a
certain grant year; requiring subdivisions and qualifying
municipalities to maintain a certain level of funding
support for police protection; and generally relating to
State aid for police protection.

BY repealing and reenacting, with amendments,

Section 37(b)(3) 36 and 37(b)(7)

Annotated Code of Maryland

(1981 Replacement Volume and 1984 Supplement)

BY adding to

Article 15A - Budget and Fiscal Planning

Section 38A

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
