JOINT RESOLUTIONS
RESOLVED BY THE GENERAL ASSEMBLY OF MARYLAND, That the
Legislative Policy Committee Governor is urged to establish a
Joint Commission on Health Insurance Pooling Mechanisms to study
health insurance coverage available for people in Maryland who
may be significant underwriting risks and the feasibility of
requiring the State to implement health insurance pooling
mechanisms; and be it further
RESOLVED, That the Commission on Health Insurance Pooling
Mechanisms be composed of:
(1) 2 members of the House of Delegates, appointed by
the Speaker of the House;
(2) 2 members of the Senate of Maryland, appointed by
the President of the Senate;
(3) The following members appointed by the Governor:
(I) 1 member representing the Governor of
(4) (II) The Insurance Commissioner;
(5) (III) The Secretary of Health and Mental Hygiene;
(6) (IV) 1 representative of private insurers;
(7) (V) 1 representative of prepaid health plans;
(8) (VI) 1 representative of health care providers;
(9) (VII) 1 representative of organizations that
study chronic health problems; and be it further
RESOLVED, That the Legislative Policy Committee Governor
designate the Chairman of the Commission on Health Insurance
Pooling Mechanisms; and be it further
RESOLVED, That the Insurance Commissioner and the Department
of Health and Mental Hygiene assist the Commission as necessary;
and be it further
RESOLVED, That the Commission complete its work and report
its findings and recommendations to the Legislative Policy
Committee Governor and the General Assembly on or before December
31, 1985; and be it further
RESOLVED, That copies of this Resolution be forwarded by the
Department of Legislative Reference to the Honorable Harry
Hughes, Governor of Maryland, the Honorable Benjamin L. Cardin,
Speaker of the House of Delegates, the Honorable Melvin A.
Steinberg, President of the Senate of Maryland, Edward J. Muhl,
Insurance Commissioner, 501 St. Paul Place, Baltimore, Maryland
Maryland;
