FOR the purpose of redefining "regulation" to include all or any
part of a regulation; requiring units of State government to
submit proposed regulations to the Joint Committee on
Administrative, Executive and Legislative Review (AELR) of
the. General Assembly prior to or at the same time as other
submission of the proposed regulation, with an exception;
specifying the AELR Committee's role with regard to proposed
regulations during the preliminary period; prohibiting the
adoption of a proposed regulation until after submission to
the AELR Committee for preliminary review; permitting the
AELR Committee to delay the adoption of the regulation for
an additional period of time; requiring the promulgating
unit to afford the AELR Committee additional time for a
further period of review; permitting the AELR Committee to
oppose the adoption of any proposed regulation, after
notification to the President of the Senate and Speaker of
the House of Delegates, who are required to notify the
appropriate standing committee; enumerating criteria the
AELR Committee may shall may consider in reviewing a
proposed regulation; requiring certain notice to the
Governor and the promulgating unit and permitting certain
actions by the promulgating unit; requiring authorizing the
Governor to consult with the AELR Committee and the
promulgating unit; permitting the President and the Speaker

to undertake certain actions, subject to certain

limitations; prohibiting the adoption or effectiveness of
certain proposed regulations under certain circumstances;
and generally relating to the General Assembly's involvement
in the adoption of proposed regulations.
