(2)  in Baltimore City the rate is 6% a year or as
fixed by a law of the City Council;

(3)  in Baltimore County the rate is 6% a year or as
fixed by a law of the County Council;

(4)  in Calvert County the rate is 10% a year or as
fixed by the County Commissioners;

(5)  in Frederick County the rate is 6% a year or as
fixed by the County Commissioners;

(6)  in Harford County the rate is 6% a year or as
fixed by a law of the County Council;

(7)  in Howard County the rate is 6% a year or as
fixed by a law of the County Council;

(8)  in Kent County the rate is 6% a year or as fixed
by the County Commissioners;

(9)  in Montgomery County the rate is 6% a year or as
fixed by a law of the County Council;

(10)  in Prince George's County the rate is 6% a year
or as fixed by a law of the County Council; [and]

(11)  IN QUEEN ANNE'S COUNTY THE RATE IS 6% A YEAR OR
AS FIXED BY THE COUNTY COMMISSIONERS; AND

[(11)] (12) in Somerset, Wicomico, and Worcester
counties the rate is 6% a year or as fixed by the County
Commissioners or by a law of the County Council.

14-832.

The provisions of §§ [14-833] 14-832.1 through 14-861 of
this subtitle shall be liberally construed as remedial
legislation to encourage the foreclosure or rights of redemption
by suits in the Circuit Courts and for the decreeing of
marketable titles to property sold by the collector.

14-832.1.

IN QUEEN ANNE'S COUNTY, WHENEVER, PRIOR TO JULY 1, 1985, ANY
PROPERTY WAS SOLD FOR THE NONPAYMENT OF ANY TAXES AND THE SALE
HAS NOT BEEN RATIFIED AND CONFIRMED, ANY PURCHASER AT THE PRIOR
TAX SALE MAY PROCEED UNDER THE PROVISIONS OF THIS SUBTITLE TO
FORECLOSE ALL RIGHTS OF REDEMPTION IN THE PROPERTY PURCHASED.
THE COLLECTOR, UPON SURRENDER OF A RECEIPT OR OF ANY OTHER
INSTRUMENT EVIDENCING PAYMENT OF THE NECESSARY PART OF THE
PURCHASE PRICE, SHALL DELIVER TO THE PURCHASER A CERTIFICATE
SIGNED BY THE COLLECTOR CONTAINING ALL AVAILABLE INFORMATION
CONCERNING THE PRIOR SALE. ANY CERTIFICATE ISSUED UNDER THIS
