(a) A person may not be awarded under this subtitle any
contract [costing over $50,000 $100,000] unless the person
has executed a truth-in-negotiation certificate stating that wage
rates and other factual unit costs supporting the compensation
are accurate, complete, and current as of the time of
contracting.
(b) (1) The certificate shall provide that the original
price of the contract and any additions to the contract will be
adjusted to exclude any significant sums if the General Selection
Board determines that the price was increased due to inaccurate,
incomplete, or noncurrent wage rates or other factual unit costs.
(2) The adjustment to the contract shall be made
within 1 year after the end of the contract.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.
SECTION 2. AND BE IT FURTHER ENACTED, That if House Bill
100 of 1985 becomes law, this Act shall be deemed to amend the
State Finance and Procurement Article of the Code, and references
in this Act to §§ 9-107, 9-109, 9-109.1, 9-111, 9-209, and 9-211
of Article 21 shall be deemed to be references to §§ 11-155,
11-157, 11-157.1, 11-159, 11-175, and 11-177, respectively, of
the State Finance and Procurement Article.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect April 1, 1986.

AN ACT concerning
Pensions - Health Benefits
FOR the purpose of excluding allowing certain beneficiaries and
designated beneficiaries from participating to participate
in the State Employees Health Insurance Program; providing
for health insurance benefits for certain individuals who
have terminated State service with a certain kind and amount
of service; permitting persons receiving certain death
benefits to receive certain health insurance benefits;
clarifying language; defining certain terms; and generally
relating to health insurance benefits for retirees.
