(II) IN CONJUNCTION WITH OTHER AMOUNTS
AVAILABLE TO THE LOCALITIES; AND
(III) TO ENTER INTO COOPERATIVE AGREEMENTS WITH
OTHER STATES OR LOCAL RESOURCE PROVIDERS.
(C) NOTHING IN THIS SECTION PROHIBITS A LOCALITY FROM:
(1) CONTRACTING WITH EXISTING NONPROFIT
ORGANIZATIONS; AREA AGENCIES ON AGING, PUBLIC PROVIDERS SUCH AS
SCHOOL BOARDS, THE MASS TRANSIT ADMINISTRATION, OR THE WASHINGTON
METROPOLITAN AREA TRANSIT AUTHORITY, OR PRIVATE CARRIERS SUCH AS
TAXI COMPANIES AND AMBULANCE OR BUS SERVICES FOR THE PROVISION OF
SERVICES TO THE ELDERLY AND HANDICAPPED.
(2) MODIFYING OR EXPANDING ANY EXISTING LOCALLY
SPONSORED PARATRANSIT SYSTEM;
(3) DEVELOPING A NEW PARATRANSIT SYSTEM WITH OR
WITHOUT THE USE OF SUBSIDIZED VOLUNTEERS; OR
(4) PROVIDING WHEELCHAIR ACCESSIBILITY TO CAR POOL OR
VANPOOL OPERATIONS.
(H) A LOCALITY ADMINISTERING A PARATRANSIT SYSTEM
ESTABLISHED UNDER THIS SECTION MAY:
(1) ESTABLISH REASONABLE FEE SCHEDULES;
(2) COLLECT REVENUE FROM ITS RIDERSHIP; AND
(3) PERMIT PERSONS OTHER THAN THE ELDERLY AND
HANDICAPPED TO USE OR BENEFIT FROM THE SERVICES IT PROVIDES.
FOR the purpose of requiring the Secretary of the Maryland
Department of Transportation to identify a certain amount
within the Department's annual budget to be used for certain
transportation service; providing for the allocation and
distribution of certain funds; requiring a county to file a
certain application with the Department in order to be
eligible to receive certain funds; requiring a county
receiving certain funds to consider the transportation needs
of municipal corporations within the county; providing for
an appeal to the Secretary by municipalities, under certain
circumstances; prohibiting the Secretary from considering an
application under certain circumstances; requiring the
Secretary to consult with certain entities in the
distribution of certain funds; restricting the use a county
may make of certain assistance; providing for certain
matching fund obligations; requiring the Secretary, in
consultation with certain entities, to develop certain
procedures and criteria, and prescribing certain of those
procedures and criteria; requiring the Secretary to monitor
the use of certain funds; prohibiting a county which
receives certain funds from using those funds to replace
