[$414,000] $450,000 [less the sum received by the Maryland
Agricultural Fair Board under § 17 of this article], to be used
for the promotion of State and county agricultural fairs and
exhibits. In addition and as long as the Maryland State Fair
shall remain at the location at which it was conducted in 1984,
beginning with fiscal year 1986 and for each subsequent year, the
Comptroller shall pay annually the following sums FROM THE
SPECIAL FUND:
[1.] (I) $500,000 as a grant to the
Maryland State Fair and Agricultural Society, Incorporated, for
the promotion and enhancement of the Maryland State Fair and to
maintain and develop youth programs, including 4-H and FFA, by
providing premium moneys for recognition and awards; and
[2.] (II) $50,000 as a grant to Baltimore
County to replace the revenues that were formerly received by the
county under [the provisions of subsection (d) of] this section.
(2) THE COMPTROLLER SHALL ANNUALLY PAY FROM THE
SPECIAL FUND $100,000 AS A GRANT TO PRINCE GEORGE'S COUNTY TO
REPLACE REVENUES FORMERLY RECEIVED FROM THE ADMISSIONS AND
AMUSEMENT TAX.
[(ii)] (3) In the event racing is discontinued
at the Timonium track, all of the remaining days of racing
awarded to the Maryland State Fair and Agricultural Society,
Inc., shall be awarded by the Commission pursuant to the
provisions of § 7[(f)] of this article and no compensation may be
paid to the Society to offset any loss of revenues attributable
to the discontinuance of racing. Additionally, the grant to
Baltimore County under [sub-subparagraph 2. of] this subsection
shall terminate.
[(4) All revenues not hereinabove specifically
allocated shall be credited to the general funds of the State.
(b) (1) From the funds allocated to each county under the
provisions of this section, the Comptroller shall allocate and
pay to each municipal corporation in the county a share of those
funds in the ratio which the population of each such municipal
corporation (figured on the best and most reliable figures
available in the opinion of the county commissions) bears to the
total population of the county. However, the distribution shall
be made only if the two following conditions are met:
(i) The funds are used for the construction or
maintenance of streets, or sewerage facilities or water systems,
or garbage collections and disposal within the municipal
corporation; and
(ii) The municipal corporation raises by
taxation and applies for the same purpose as are the distributed
funds an amount equal to any funds so distributed. The share
