year before the effective date of this Act may continue to
operate without a license under this subtitle until January 1,
1986.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1985.

AN ACT concerning
Pensions - Montgomery County Librarians
FOR the purpose of repealing a certain obsolete reference to the
Washington County Free Library; and altering by a certain
amount the State's rate of contribution to the retirement
and pension system for Montgomery County library employees;
altering the procedures for certification of the amounts due
and payable under the pension system for teachers; and
generally relating to the amount of the State's rate of
contribution to the retirement and pension system for
teachers.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 73B - Pensions
102.
(1) The professional and clerical employees of any library
established or operating under the provisions of Title 23 of the
Education Article are included in the definition of "teacher" and
"member," as those terms are defined respectively in paragraphs
(3) and (4) of § 81 of this subtitle, and all such professional
and clerical employees are entitled to all the rights and
privileges and subject to all of the obligations of the Teachers'
Retirement System as established and maintained under this
subtitle except as provided in subsection (4) of this section;
