(b) (2) The printer shall print promptly:

(ii) with the compilation for     a regular

session, the statement of receipts and expenditures     of public

money delivered under [Article 19, § 25 of the Code]   § 2-103 OF
THE STATE FINANCE AND PROCUREMENT ARTICLE.

9-1008.

(b) The State Archivist:

(1)  shall supervise and control the use of the State
Hall of Records Building;

(2)  may equip and furnish the Building in accordance
with law; and

(3)  subject to [Article 78A of the Code] TITLE 2,
SUBTITLES 4 AND 5, TITLE 4, SUBTITLES 7 AND 8, §§ 8-127, 8-128,
AND 8-129, PART V OF TITLE 8, SUBTITLE 1, AND TITLES 10 AND 21 OF
THE STATE FINANCE AND PROCUREMENT ARTICLE, shall supervise and
control the use of any other real or personal property that the
State acquires for use of the Archives.

11-103.

(d) This title does not affect the authority of the
Department of State Planning under [Article 88C of the Code]
TITLE 5 OF THE STATE FINANCE AND PROCUREMENT ARTICLE.

Article - Transportation

2-109.

(a)  On behalf of each unit in the Department, the
Secretary, with the approval of the Governor, may waive the
provisions of this article [and Article 78A, § 7] requiring
competitive bids if:

(1)  The purchase is to be made from or the contract
is to be made with the federal or any state government or any of
their agencies or political subdivisions;

(2)  The public exigency requires the immediate
delivery or use of the supplies or services; or

(3)  Only one source of supply is available.

(b)  For purposes of this section, public exigency means an
emergency caused by an act of God, natural disaster, catastrophe,
or other similar event or public disorder, when the health,
safety, or welfare of the citizens of the State would be
jeopardized by a delay caused by the requirements of competitive
bidding.
