land and/or buildings acquired for its use and until such time as
the full amount of the purchase price of such land and buildings
and such cost of repair and maintenance thereof as expended from
the Special Administrative Expense Fund has been returned to such
fund.
The Executive Director may also transfer from the
Unemployment Insurance Administration Fund to the Special
Administrative Expense Fund amounts not exceeding federal funds
specifically available to the Executive Director for that
purpose, equivalent to the fair reasonable rental value of space
used by the Executive Director in any building erected by the
State of Maryland or any of its agencies until such time as the
Executive Director's proportionate amount of the purchase price
of such building and the Executive Director's proportionate
amount of such costs of repair and maintenance thereof as was
expended from the Special Administrative Expense Fund has been
returned to such fund.
The moneys in this fund shall be continuously available to
the Executive Director for expenditure in accordance with the
provisions of this section and shall not lapse at any time or be
transferred to any other fund except as herein provided. On
[July 1, 1969, and on] July 1 of every year [thereafter], all
moneys in this fund in excess of [two hundred and fifty thousand
dollars (]$250,000[)] which are not allocated by the Executive
Director for any of the purposes enumerated in this section shall
be paid [over] by the Director [to] INTO the [general funds]
GENERAL FUND of the State [and be disbursed therefrom by the
Comptroller only pursuant to an appropriation made in accordance
with §§ 32 and 52 of Article 3 of the Constitution or pursuant to
the provisions of §§ 1 through 15, inclusive, of Article 15A of
this Code, title "Budget and Procurement," as amended from time
to time].
REVISOR'S NOTE: Chapter ____, Acts of 1985, amended the
fourth paragraph of subsection (c) of this section.
In the second sentence of the fourth paragraph of
subsection (c), the obsolete date "July 1, 1969" is
deleted.
In the third sentence of the fourth paragraph of
subsection (c), the requirement to pay money "into the
General Fund" is substituted for the former
requirement that the money be paid "over to the
general funds", to conform to references elsewhere in
the Code.
Also in the third sentence of the fourth paragraph of
subsection (c), the former requirement that the money
be disbursed as provided in Md. Constitution, Art.
III, §§ 32 and 52 and Art. 15A of the Code is deleted
as unnecessary in light of the usual budgetary process
and, in light of the revision of parts of Art. 15A in
